What is a data breach?

A data breach is the theft or accidental loss of confidential information. Usually this involves important personal information that can lead to identity theft or credit card fraud. Outside Europe, like in the United States, laws have already been introduced requiring organizations to alert individuals affected by data breaches. Proposals to set up similar security-breach reporting mechanisms have been put forward in Europe, but there has not yet been widespread adoption. See, How do data breaches happen?
